In short, the speck was there when it left the Rolex premises. I'm in the camp that you should hold Rolex to the highest standards of industrial watchmaking. Dust on a dial, visible via naked eye, is simply unacceptable, and I would ask the authorized dealer to send the watch in for cleaning and/or repair as need be.
